Dec. 26 (Bloomberg) -- President George W. Bush signed a catch-all spending measure that funds most government agencies and provides money for the wars in Iraq and Afghanistan. Bush signed the bill this morning shortly after boarding Air Force One, where he is flying to Texas for a week-long vacation at his ranch.
The legislation ``provides a down payment for our troops who are in harm's way without arbitrary withdrawal timelines,'' spokesman Scott Stanzel said.
Still, the measure contains numerous pet projects, or earmarks inserted by lawmakers, Stanzel said.
