Obama's plan to prosecute American war criminals?

Barack Obama may be the first candidate for Commander in Chief who has announced, before the election, plans to prosecute many of the troops he aspires to lead.

Here is Point Four:
Take immediate steps to confront the humanitarian disaster in Iraq, and hold accountable any perpetrators of war crimes.
I assume he is referring to US troops, not al-Qaeda terrorists. But it is also possible an Obama administration would pursue war crimes charges against people in the Bush administration as the Left has wanted for years. Obama himself has said as president he would ask his attorney general to review if Bush administration officials committed crimes in terms of torture, rendition, and illegal wiretapping.
