McClatchy announced a company-wide wage freeze earlier this year. The freeze was supposed to apply across the company, including corporate.
Is there a way to get around a wage freeze? Sure. Create a new position that didn't exist before the wage freeze, then move an existing employee into the newly-created position.
It appears that is what was done at this McClatchy newspaper.

That's about as bad as the McClatchy Interactive practice of having VPs in charge of themselves.
I'm betting the employees who didn't get their scheduled pay raise aren't happy about it.
I came across a stat that seems out of whack to me. I would have thought just the opposite.
2007
Number of reporters: 39,230
Number of editors: 63,930
You would think, but we're operating at about one editor per reporter now, which is just ridiculous. I guess someone's got to go to all the meetings.
More editors than reporters? Nah, that seems just about right.
We're known for having more chiefs than indians around here. I think it's another one of those company rules that never get written down.
Another way around the wage freeze is to become a classically trained nationally syndicated columnist of the highest ethical standards.
