The numbers don't add up: where are McClatchy's 1,400 layoffs?

McClatchy announced Monday it was laying off 1,400 employees nationwide. But a tally of the actual layoffs shows the total is probably closer to 1,000.

Yesterday I posted a tally of the jobs cut at each McClatchy newspaper. The announced cuts come to about 976, two-thirds of the 1,400 layoffs McClatchy announced in the press release. I haven't been able to locate announced cuts at 7 newspapers, but these 7 are small newspapers, and I can't believe the cuts at those newspapers would bring the total cuts even close to 1,400. Very strange. Maybe the 1,400 figure includes vacant positions. But something isn't adding up.
